Community-based organizations (CBOs) are organizations incorporated for the purpose of providing services or other assistance to economically or socially disadvantaged persons within their designated community. CBOs must have a board of directors of which more than half of the members reside in such designated community. CBOs are located throughout New York State and provide many innovative and effective programs and services combating the causes and effects of poverty.

Today the republican party and their voters have taken the worst turn in American society. They have taken a fascist stand against the U.S. Constitution. These republican have decided to follow the traditions of the Jim Crow laws. Where states or local laws enforced legalized racial segregation to marginalize minority self-growth. The republican voters have decided to support and endorse political leaders. One who's only position is to push the United States towards a centralized autocratic government headed by a dictatorial leader. A dictator who will forcibly suppress the economic growth and social development of minorities. It is completely clear in the mind of every individual of moral character that the republican voters in favor on laws to suppress the rights of people of different races.

PROPOSE BILL DRAFT SOLICITATION
BAN CORPORATE NONPROFIT PROVIDERS FROM LEASING SPECIFIC OFFICE SPACE
Honorable Council Members, Senators and Assembly Members
RE: Corporate nonprofit providers must be ban from leasing office space in areas where no direct services are provided to the community in which it serves.
I am an advocate who reside in the Bronx. I would like to express three strong reasons why this Bill should be presented to the Council.
First, corporate nonprofit providers who receive government funds (i.e. OPWDD/CSBG/ACF/HHS/CDBG, etc.) to serve the community directly should not establish a corporate office separate from the people which they were funded to serve. They should not be allowed to lease space in the Financial District, City Hall and Corporate Business District.
Secondly, allowing corporate nonprofit providers to lease space outside their intended funded communities creates a total lack of personal interaction and accountability. These nonprofit providers have programs in low-income communities and in most cases serve communities of color.
Thirdly, the use of corporate office space in non-service communities is an excessive waste of government money and one that allows executive officers to lose touch of their funded mission.
This bill is important for the following reasons;
The ban will reinforce executive officers and its board of directors to interact directly with the community it serves. If this bill is passed, it will help executive officers and its board members to be more responsive to the needs of the community’s economic and education development. I feel that their isolation and segregated departure from the community has made them a non-vested community-based organization with no real sensitivity to community needs.
