Community-based organizations (CBOs) are organizations incorporated for the purpose of providing services or other assistance to economically or socially disadvantaged persons within their designated community.  CBOs must have a board of directors of which more than half of the members reside in such designated community.  CBOs are located throughout New York State and provide many innovative and effective programs and services combating the causes and effects of poverty.                                               "SERVICE-BASED  ORGANIZATION ARE NOT TRUE COMMUNITY-BASED"

About Us

 

El Barrio Unite is a collaboration of community groups and individuals that support affordable housing housing programs and initiatives that prevent displacement. It is a grassroots organization founded in East Harlem/ El Barrio, New York City. We are against any development that potentially will displace community residents. Originally, the group was organized to oppose the East River Plaza Residential Development, proposed by the developers Blumenfeld Development Group (BDG) and Forest City Ratner (FCR). Our mission is to protect the residents of the East Harlem from predatory developers that threaten the decay of the community and living environment through gentrification, displacement, tax increases, exploitation and greed.

  • To provide public awareness to New York State residents to the crisis of Affordable Housing

  • To provide public awareness to the Rules and Regulations, Board Governance Eligibility and New York State Housing Finance Agency (HFA), New York State Affordable Housing Corporation (AHC) and New York State Department of Homes and Community Renewal (NYSHCR) Funding Sources

 

New York City:

  • To provide public awareness to the residents of the City of New York of Affordable Housing

  • To provide public awareness to the Rules and Regulations, Board Governance Eligibility and HPD Funding Sources

 

DON"T ALLOW  SERVICE-BASED ORGANIZATIONS TO COME INTO YOUR COMMUNITY WITHOUT TRULY HAVING A BOARD THAT IS COMPRISED OF MORE THAN 50 PERCENT OF INDIVIDUALS WHO RESIDE IN THE COMMUNITY.   

 

SUBMIT A PETITION AGAINST INADEQUATE REPRESENTATION

IT'S TIME TO TAKE ACTION

Steps you must take; determine whether the CBO receives CSBG funds; request a meeting with the CBOs board of directors; express the lack of board governance compliance; and if you are denied, submit a petition to the Division of Community Services to demand board governance compliance.

                                                                                 PROPOSE BILL DRAFT SOLICITATION  

                               BAN CORPORATE NONPROFIT PROVIDERS FROM LEASING SPECIFIC OFFICE SPACE

 

Honorable Council Members, Senators and Assembly Members

 

RE: Corporate nonprofit providers must be ban from leasing office space in areas where no direct services are provided to the community in which it serves.

 

I am an advocate who reside in the Bronx.  I would like to express three strong reasons why this Bill should be presented to the Council. 

 

 First, corporate nonprofit providers who receive government funds (i.e. OPWDD/CSBG/ACF/HHS/CDBG, etc.) to serve the community directly should not establish a corporate office separate from the people which they were funded to serve.  They should not be allowed to lease space in the Financial District, City Hall and Corporate Business District.  

Secondly, allowing corporate nonprofit providers to lease space outside their intended funded communities creates a total lack of personal interaction and accountability.  These nonprofit providers have programs in low-income communities and in most cases serve communities of color.  

 

Thirdly, the use of corporate office space in non-service communities is an excessive waste of government money and one that allows executive officers to lose touch of their funded mission.

 

This bill is important for the following reasons;

 

The ban will reinforce executive officers and its board of directors to interact directly with the community it serves.  If this bill is passed, it will help executive officers and its board members to be more responsive to the needs of the community’s economic and education development.   I feel that their isolation and segregated departure from the community has made them a non-vested community-based organization with no real sensitivity to community needs.
